To provide a common understanding of where a city is in terms of stakeholder needs, capabilities, aspirations etc., the Smart Cities Association has designed the Reference Model which include the process for cities leaders to help them assess their cities capabilities and build the right approach to transform their smart cities.

Every Smart City development should be based on a well-thought out, integrated and expandable vision. This vision should focus on services and solution tailor-made for a specific city, depending on regional and local issues and preferences. Copying smart initiatives from other projects won’t work. What might be regarded as ‘smart’ in one city might not necessarily be effective elsewhere.
